If by pay you mean loan students tuition money they can never repay, then yes.
If you live in Canada, you know there are no decent jobs you can get with a degree or diploma and even if there was one you'll have pretty hefty competition for it.
A degree here is worthless toilet paper because everyone has one. Anyone can put themselves into debt and get a degree. And it's because the government and banks guaranty loans to everyone, tuition rises every year. Universities and colleges can afford to increase tuition because it guaranteed.
Canada is a lot worse shape than America, you just don't hear about it because the publishers doesn't like to publish negative press.
